Tell U.S. Congress:
No AIDS Relief Money for Abortion or Radical Sexual Agenda

The largest AIDS relief program in history known as PEPFAR, which receives billions of U.S. tax dollars annually (an estimated $110 billion to date), has been hijacked to advance a radical sexual agenda.

 

The President’s Emergency Plan for AIDS Relief (PEPFAR), originally  proposed by President George W. Bush in 2003, is estimated to have saved as many as 25 million lives.

 

Yet, over time, PEPFAR has been corrupted by a radical leftist agenda implemented by many of the organizations that receive PEPFAR funding. 

 

September 30th is the deadline for Congress to renew PEPFAR funding.

 

Please sign the petition to tell the U.S. Congress to ensure that NO U.S. funds go to organizations that promote abortion, LGBT ideology, or “Comprehensive Sexuality Education.” 

 

Even if you are outside the U.S., please also make your voice heard. Congress needs to know how disgusted citizens from recipient countries are when they see the HIV/AIDS funding being used to push harmful sexual agendas.

 

Sadly, according to a Heritage Foundation report, PEPFAR-implementing organizations are promoting controversial ideologies and policies that are unrelated to AIDS prevention and treatment and are highly offensive to nations that are recipients of PEPFAR aid.

 

In response, over 100 African parliamentarians and other leaders from government, religious and civil society organizations have already signed a letter expressing their concerns. 

 

These leaders warn that PEPFAR funds are being used to advance: abortion, LGBT (lesbian, gay, bisexual, transgender) “rights,” “transgender” identities, and so-called “Comprehensive Sexuality Education” (CSE), which uses sexually explicit lessons to indoctrinate schoolchildren into accepting all these concepts.

 

The deceptive umbrella term, under which many of these radical agendas are advanced is “sexual and reproductive health and rights” (SRHR).

 

Indeed a recent 2022 Biden administration document called “Reimagining PEPFAR’s Strategic Direction” reveals the U.S. is now using PEPFAR to advance “sexual and reproductive health and rights, gender equality, LGBTQI+, and human rights.”

 

Yet PEPFAR is supposed to prevent and treat AIDS. Period.

 

In other words, Biden’s administration is focused on pushing SRHR and the LGBTQ agenda through PEPFAR.

 

The Congress of the United States is responsible for passing legislation both to re-authorize the PEPFAR program as a whole and to appropriate the amount of funds used every year to operate the program.

However, we are deeply concerned that the significant progress made by PEPFAR is being undermined by the promotion of other sexual agendas. Congress must put in place safeguards to save PEPFAR from those who are exploiting it.

 

Therefore, in any legislation regarding PEPFAR (including reauthorization and appropriation bills), we urge that you support, propose and vote for provisions which will ensure the following:

  1. No PEPFAR funds will be spent to perform or in any way to promote abortion.
  2. No PEPFAR funds will be spent to promote “gender transition” or to fund or perform any “gender transition” medical procedures, including the use of puberty-blocking drugs, cross-sex hormones, or “gender reassignment” surgery.
  3. No PEPFAR funds will be spent to promote or provide so-called “Comprehensive Sexuality Education,” which includes any message that it is a “human right” to engage in sexual activity before or outside of marriage as it is legally defined in the host country.
  4. The amount of funding received by each contractor, subcontractor, grantee, and subgrantee; the program activities funded; and the results of any monitoring or evaluation studies of each shall be tracked and available to the public on the internet.

The President’s Emergency Plan for AIDS Relief (PEPFAR) [ https://www.state.gov/pepfar/ ] is one of the most successful foreign aid and public health programs of all time. Since it was proposed by U.S. President George W. Bush in 2003, it is estimated that PEPFAR has saved as many as 25 million lives. They are promoting ideologies and policies that are:

  • unrelated to the goals of AIDS prevention and treatment, and
  • offensive to the values of the nations receiving aid.

These ideologies include the promotion of:

 

  • abortion,
  • LGBT (lesbian, gay, bisexual, transgender) “rights,”
  • a radical gender ideology that includes “transgender” identities, and
  • so-called “Comprehensive Sexuality Education” (CSE), which uses sexually explicit lessons to indoctrinate school children into accepting all these concepts.

PEPFAR is supposed to prevent and treat AIDS—period.

strengthen coordination between PEPFAR and other U.S. government global health and development programs, including for . . . sexual and reproductive health and rights, gender equality, LGBTQI+, and human rights.
