CSE Investigation

Dear Office for Civil Rights,

The undersigned organizations and individuals, representing millions of concerned Americans, hereby file a formal national complaint against the widespread implementation of Comprehensive Sexuality Education (CSE) programs in public schools across all fifty states. These curricula aggressively promote ideologically driven concepts, particularly those related to fluid gender identity, which conflict with biological science, infringe upon parental rights, and disregard the deeply held moral and religious beliefs of countless families.

A growing body of evidence compiled by Family Watch International and other organizations has revealed that many of these CSE programs introduce controversial and unscientific gender theories to children at increasingly younger ages, often without meaningful parental notification, full transparency, or accessible opt-out provisions. Such practices directly undermine parents’; rights to direct their children’s upbringing and moral education, as protected under the Protection of Pupil Rights Amendment (PPRA) and other applicable federal statutes.

We are deeply alarmed by the trend in federally funded schools toward normalizing contentious gender ideologies under the pretext of health education. In many cases, these programs cross the line from education into indoctrination. They dismiss biological facts, promote concepts lacking scientific consensus, and impose a worldview many families find objectionable and harmful. This raises serious concerns about potential violations of Title IX, particularly concerning the protection of sex-based rights in education.

The imposition of CSE curricula without appropriate checks and balances—such as full curriculum disclosure, opt-in parental consent, and ideological neutrality—may constitute not only a breach of federal law but also a fundamental erosion of civil liberties in the classroom.

We call upon the Office for Civil Rights to immediately launch a nationwide investigation into these programs’ content, implementation, and legal compliance. We further urge your office to issue firm, unequivocal guidance to all school districts outlining the boundaries of permissible educational content, the legal rights of parents, and the federal protections afforded to students.
