Protect Religious and Cultural Values
by Rejecting Renewal of SOGI Mandate

Purpose of the Petition: To oppose the renewal of the mandate of the UN Independent Expert on protection against violence and discrimination based on sexual orientation and gender identity (SOGI). The current UN SOGI expert has been using his high position to attempt to unilaterally rewrite human rights law. For example, he is pretending that international law requires governments to a) implement harmful Comprehensive Sexuality Education, b) push transgender ideology in laws and policies, c) impose on countries his radical understanding of “sexual and reproductive health and rights” (SRHR).

PROTECT RELIGIOUS AND CULTURAL VALUES FROM RADICAL GENDER IDEOLOGY

Background

The Mandate

The 2016 Human Rights Council resolution establishing the Independent Expert on protection against violence and discrimination based on sexual orientation and gender identity (SOGI) mandate was opposed by 18 member states with six member states abstaining.

After adoption, the African Group led a resolution in New York to allow member states time to come to a common understanding on the meaning of sexual orientation and gender identity, given that international law is silent on this issue. Unfortunately, the resolution did not pass.

In 2019, the mandate was renewed with only 12 Member States voting against, and seven abstaining.

While the mandate itself is brief and vague, the agenda advanced by the mandate holder is expansive and broad and conflicts with the cultural and religious values, and laws of many Member States.

“Comprehensive sexuality education” and “sexual orientation and gender identity” were specifically rejected from the 2030 Agenda by many UN Member States, yet the UN SOGI expert is using his position to relentlessly pressure countries to mainstream such into their laws, policies and programs. This is a direct assault on the sovereignty of UN Member States, a lack of respect for religious freedom and an abuse of the UN system.

Current Mandate Holder

During his tenure, the current UN-appointed Independent SOGI expert Victor Madrigal-Borloz issued several radical reports that grossly overstep his mandate by:

Distorting the definition for gender and gender-based terms at the UN to encompass radical and unscientific gender ideology and queer theory,

Establishing as a protected class by force of law the controversial concept of “gender identity” (i.e., transgender identity),

Erasing sex-based rights and protections for women and girls,

Criminalizing therapy that helps people resolve unwanted homosexual attractions or feelings of gender confusion.

In addition to issuing radical reports, the Independent Expert took even more aggressive steps by issuing a call for submissions from UN Member States, NGOs, academics, etc. to assist him in his goals to:

Redefine retroactively the term “gender” and gender-based terms in UN documents (i.e., resolutions, treaties, UN 2030 Agenda, etc.) to go beyond the longstanding concept of male and female based on biological sex, incorporating the concept of “gender identity” based on unscientific gender ideology.

Redefine the term “gender equality” specifically in UN Sustainable Development Goal 5 to encompass special rights based on sexual orientation and gender identity that would supersede women’s rights and then mainstream these alleged “rights” throughout the 2030 Agenda.

Use his reports bolstered by the submissions he requested from the worldwide LGBT community to mainstream SOGI and “queer theory” throughout the UN system and to pressure UN Member States to do the same. His intent was to make all States accountable to his radical concept of a “gender framework” that would mainstream SOGI ideology in all laws and policies.

Identify political and religious leaders who speak out publicly against “gender ideology.” We are concerned that such a list could be used to incite reprisals against people who exercise free expression, speech and religious liberty rights.

Identify obstacles to Member State implementation of so-called “comprehensive sexuality education” (CSE) designed to indoctrinate children in the sexual rights agenda.

International Petition to UN Member States to Oppose the Renewal of the UN SOGI Independent Expert’s Mandate

Whereas UN agencies, UN treaty body monitoring committees, and UN experts are working in concert to redefine treaty provisions in ways that undermine the national sovereignty of Member States and disrespect the deeply held religious and cultural values of billions of people;

Whereas the UN-appointed Independent Expert on protection against violence and discrimination based on sexual orientation and gender identity (SOGI) is using his high status at the UN to attempt to redefine “gender” and “gender equality” beyond the long-held understanding of male and female in laws, policies and programs at the UN and in countries around the world;

Whereas this redefinition of “gender” and “gender equality” encompassing controversial concepts of “gender identity” is being mainstreamed in multiple UN documents and resolutions adopted by consensus by UN Member States;

Whereas the UN SOGI Expert is violating the international human rights of individuals who experience unwanted same-sex attraction or gender confusion by banning essential help and therapy;

Whereas the SOGI Independent Expert is pushing harmful and ineffective “comprehensive sexuality education” as a major tool to indoctrinate the world’s children and normalize radical sexual and gender ideologies to the rising generation;

Whereas the concepts of “comprehensive sexuality education” and “sexual orientation and gender identity” were specifically rejected from the 2030 Agenda by many UN Member States, a fact that the “Independent Expert” is blatantly and disrespectfully ignoring;

We, the undersigned, therefore, declare any and all efforts by unaccountable UN mandate holders to retroactively reinterpret longstanding UN consensus terms related to gender and sex that have been used in countless UN documents, resolutions and treaties undermine the entire collaborative UN negotiation process and international human rights framework with serious implications for all peoples.

We denounce in the strongest terms the UN Independent Expert’s attempts to redefine gender-based terms, especially in the UN 2030 Agenda, to encompass radical and harmful concepts and gender ideologies that go beyond the concepts of male and female based on biological sex.

We denounce the Independent Expert’s call to identify political and religious leaders worldwide who speak out publicly against harmful and unscientific “gender ideology.”

We further denounce the Independent Expert’s actions identifying UN Member States that are not implementing harmful “comprehensive sexuality education” designed to indoctrinate children and mainstream radical sexual and gender identities and ideologies into our societies.

We, therefore, call upon all UN Member States to oppose the renewal of the mandate of the UN Independent Expert on SOGI that will undermine the natural family, damage children who will learn distorted views of gender and sex through harmful comprehensive sexuality education, and contribute to the continued erosion of freedom of religion or belief.
